Who Dubai Knowledge Park fits — and who should look elsewhere

Dubai Knowledge Park (DKP) sits inside the TECOM cluster in Al Sufouh, next to Dubai Internet City and Dubai Media City. It is a niche regulatory habitat, not a general-purpose zone. Its licence categories assume you deliver learning or manage people: corporate training institutes, professional-development and certification bodies, HR and recruitment consultancies, executive coaching, language and skills training, assessment and e-learning. If that is your business, the zone's approvals and neighbours work in your favour.It is the wrong address for several common cases. General trading, holding structures, e-commerce and unrelated consulting will not fit its activity list — a generic zone (see the full free-zone index) is cheaper and faster for those. Degree-granting universities belong in Dubai International Academic City, not here. Pure software or edtech-product companies usually sit better in Dubai Internet City. Choose DKP because the education/HR licence is what you actually need, not because the name reads well.

What the AED 16,000 licence covers — and what sits beyond it

The headline licence starts at AED 16,000, as shown in the spec table above. That figure is the trade licence alone. Office, KHDA approval and visa mechanics specific to DKP

Two mechanics are specific to this zone. First, visa allocation is a function of the office area you lease, not a flat package — the spec table shows no fixed quota because the number follows your square metres. A small unit supports a small team; scaling headcount means scaling space. Second, training institutes face a second regulator: a DKP trade licence lets the company exist, but delivering accredited courses to the public generally also requires a permit from KHDA (the Knowledge and Human Development Authority), with its own approvals for programmes and instructors. HR consultancies and in-house corporate-training arms usually avoid that layer; public-facing training institutes do not.

DKP versus Academic City and the generic zones

The honest comparison is against two neighbours. Dubai International Academic City (from AED 15,000) is the degree-granting habitat — universities and higher-education providers — while DKP handles training, HR and professional development below degree level.
