Who SHAMS fits

SHAMS (Sharjah Media City) is one of the lower-cost licences in the country. According to shamsfz.ae (checked on 23 September 2026), the Media package costs AED 5,760 a year with no visa, VAT included, and a licence can be issued in under an hour. That makes it a natural home for freelancers, content creators, marketing and media businesses and small service firms that want a real licence rather than a prestige address.

Two points narrow the fit. The AED 5,760 Media package covers media activities only (up to five); a licence for any five activities is the Standard package at AED 6,885. And SHAMS is a media city, not an industrial zone: there is no warehousing, heavy logistics or manufacturing. Founders who want a Dubai address for client optics or banking should look at a different free zone.

What the AED 5,760 covers, and what sits beyond it

The headline is the licence price alone. AED 5,760 buys the zero-visa Media licence on the zone’s flexi‑desk with a lease. It does not include the immigration establishment card you need before any residence visa, or the visa itself. SHAMS prices each visa as an allocation fee plus the e-channel fee, Emirates ID typing and the visa, with the immigration card on top once per company, so budget several thousand dirhams per visa beyond the licence.

Visas, office and banking at SHAMS

SHAMS does not require a separate office: the licence runs on the zone’s flexi‑desk, which keeps the cost down and suits remote and single-founder businesses. Visas are not the constraint they are in some budget zones. SHAMS allows up to 50 visas per licence, each paid for separately, so the limit is your budget rather than a quota.

Banking is the harder part. A Sharjah media-city company with a freelancer or micro-company profile draws more compliance questions from UAE banks than a Dubai company with an office. Accounts do open, but expect more documents, a clearer business story and sometimes a longer wait. SHAMS vs SPC vs IFZA

The obvious rival is next door. SPC Free Zone, also in Sharjah, charges AED 5,750 for e-commerce and publishing activities and AED 6,875 for others, lists 2,000+ activities, places no cap on visas on a flexi‑desk and offers a dual licence with Sharjah mainland, which matters if you want to invoice UAE clients directly. IFZA, in Dubai, costs roughly twice as much on market quotes but carries the Dubai address that helps with banks and clients.

Choose SHAMS for a low-cost media or freelance licence; choose SPC if you need its activity list or the mainland route; choose IFZA if a Dubai address is worth the premium.
